President-elect Donald Trump’s team submitted an ethics plan guiding the conduct of its members throughout the transition period that does not appear to include provisions for one key member of the team: the president himself.

The Presidential Transition Enhancement Act, which Trump signed into law in March 20202, requires presidential candidates to “create and release an ethics plan for their transition team prior to the election,” according to the nonprofit, nonpartisan Center for Presidential Transition.

Donald Trump is the first president-elect not to sign an ethics agreement that sets fundraising limits and transparency.
