The former Tropical Storm Edouard weakened into a depression but dumped nearly 2 feet of rain in some places, flooded roads and knocked down trees Wednesday in parts of Texas as it slowly moved north.

The National Weather Service issued a life-threatening flash flood emergency for Hardin and Tyler counties in southeast Texas Wednesday morning. Between 10 and 21 inches of rain have fallen, and the expected rainfall rate was between 1 to 5 inches per hour. "Seek higher ground now!" a NWS graphic states.

Tropical Storm Marie has caused a frenzy in Southern California this week. Forecasters said it will almost certainly stay far offshore.

Officials say air monitoring showed safe levels but have not confirmed the source.

As Edouard downgrades to a tropical depression, parts of Southeast Texas brace for flash flooding, with warnings issued for Polk and Liberty counties.
