The volatile behavior of a man suspected of carrying out a mass shooting in downtown Minneapolis on Wednesday had been well-documented by officials in various county and city agencies. It did not stop him from having the ability to possess the firearm that was used to allegedly carry out a shocking act of violence.

The man who opened fire inside a downtown apartment complex Wednesday night, killing two people, previously threatened to shoot and kill numerous others, including neighbors, family and the mother of one of his children,

Carlton Jonson II, 35, received an order to be evicted from his ninth-floor unit at Loring Towers back in June but was actively fighting the order when he allegedly opened fire at the Minneapolis complex.
