Tropical Storm Edouard strengthened during the day and made landfall on Tuesday afternoon while the remnants of Tropical Storm Dolly continued to make their way toward Florida, according to the National Hurricane Center.

The National Weather Service issued a life-threatening flash flood emergency for Hardin and Tyler counties in southeast Texas Wednesday morning. Between 10 and 21 inches of rain have fallen, and the expected rainfall rate was between 1 to 5 inches per hour. "Seek higher ground now!" a NWS graphic states.

Officials say air monitoring showed safe levels but have not confirmed the source.
