Marco Rubio has arrived in Delhi for his first official India visit, with Quad talks, bilateral meetings and strategic discussions on the agenda.

The Secretary of State said the United States was prepared to begin those talks if Iran opens the Strait of Hormuz as part of an apparently emerging deal on the war.

Rubio added that the changes will cause some "friction points," but were not targeted at India.
