Mark Carney is signaling that Canada is ready to restart trade negotiations with the United States, but the prime minister says Washington must first abandon the online theatrics surrounding the escalating dispute.

This came more than a week after US-Canada trade talks imploded and the US levied 50% tariffs on $20bn of Canadian goods.
